Group 3 discussed how to protect and support North Korean refugees who have fled into China, as well as aid workers, including families of currently detained aid workers; the Group agreed to:

1. Start on the project to establish an international organization by NGOs in all nations interested in the North Korean refugees issue.

2. Start on the project for achieving release of aid workers currently detained in China. In particular, Mr. Choi Yong-hun, who was sentenced to 5 years in prison last December need immediate attention, including the support to be extended to his families.

3. Start studying the possibilities of establishing refugee camp projects in Russia, Mongolia, Vietnam, and other countries
